Sata spec support hotplug, but your controller card must implement it for it to work. That’s what determines whether hotswap will work. I'm not sure if this will invoke the correct protocol for the disk to be detected as a hard drive by the sata controller.

Hot swappable usually means you can access the drive and remove it without turning the server on or off, not so much that it has a backplane. I am not sure if some kernel parameters are involved, will explore later. Also, double check your bios settings and make sure you have the latest bios version.
I'm Not Sure If This Will Invoke The Correct Protocol For The Disk To Be Detected As A Hard Drive By The Sata Controller.
So are external hard drives. That’s what determines whether hotswap will work. It is not as easy as using the usb enclosure.

But, it works for me. The drive isn’t the determining factor at all, it’s the controller, motherboard, os, etc. Sata is not hot swappable.
If You Have The Option To Enable Hotswap On The Port (S) You Want To Hotswap In The Bios For The Motherboard You Are Using Then Yes You Can Otherwise No.
There are a few on newegg. Just got to use some common sense, make sure you don't have any open/active files on that drive when disconnecting. Not to mention caching options.
To Make It Work You Would Also Need To Have A Controller That Supports It (Almost Any Integrated In Motherboard Chipsets And Most External Ones Do), And You Need A Compliant Power Connection.
Almost* all consumer level sata controllers support hot swapping. And the term doesn’t just apply to storage devices. I can plug it in / disconnect at will.
